WHAT IS THE SOCRATES PROGRAMME ALL ABOUT?
Socrates is an EU programme, launched in 1995 and aimed at promoting international co-operation and the European dimension of education, improvement of teaching at all levels, as well as the notion of continuous learning.
The aims of the programme are carried out by means of foreign language teaching, supporting the mobility of students and academic teachers, promoting co-operation among institutions involved in education, exchange of information and experience, as well as promotion the ideas of distance and open education.
All member states of the EU participate in the Socrates programme, together with the EFTA - EEA countries (Iceland, Liechtenstein and Norway), ten countries from Central and Eastern Europe (the Czech Republic, Hungary, Slovakia, Slovenia, Rumania, Bulgaria, Latvia, Lithuania, Estonia and, of course, Poland) and Cyprus.
The particular objectives of Socrates are carried out in sub-programmes:
- Erasmus - higher education,
- Comenius - kindergarten, elementary and high school level education,
- Lingua - promotion of foreign language learning,
- Grundtvig (before called Adult Education) - adult education,
- Minerva (called ODL before) - mobile education, i.e. open and distance learning ,
- Arion - realisation of study visits in partner states for persons responsible for the organisation and management of educational systems,
- Naric - academic recognition.
The main objective of the Erasmus programme which deals with higher education, is to support activities leading to the improvement and broadening of co-operation in the field of education, giving it an European dimension. Erasmums awards scholarships, owing to which the best students can leave to study in partner universities. Moreover, it is based on efforts to create an European dimension of the studying process by exchanging lecturers, as well as other activities, which are to lead to the improvement of studies and innovativeness of the conducted classes.
Among the activities included in the Institutional Contract are the following:
- Student mobility grants for periods of 3 to 12 months ( 12 if student placement is included in the period of studies).
- Students applying for a mobility grant should have at least finished the freshman's year, have a very good knowledge of a foreign language, have a high course grade average and be qualified for leave by the faculty authorities.
- The grant within the Erasmus programme can be awarded once only.
- Students leaving to study are exempt from tuition in the host university. They can be obliged to pay tuition in their home universities for the period spent abroad.
- All scholarships of the students in their home universities shall be halted, suspended or reduced for the period of the stay abroad, for the time the students receive the Erasmus mobility grant.
- Mobility of university lecturers to conduct lectures in partner universities. These leaves may last from 1 to 8 weeks and they should constitute an integral part of the syllabus. It should also be remembered that these should last for at least 5 consecutive working days, eight hours a week.
- Mobility grant for university lecturers for longer periods, i.e. from 2 to 6 months. These can be awarded to outstanding lecturers with significant academic background.
- Preparatory visits to universities which had not have as yet bilateral agreements signed. The aim is to initiate new co-operation.
- ECTS - European Credit transfer System, the aim of which is to support and enhance the mutual recognition of studies abroad.
- Intensive courses lasting from 10 days to 3 months, involving both students as well as lecturers from at least three partner states. The aim of these is to enable effective and international teaching of subjects which are usually outside the regular curriculum.
- Joint development of curricula at different levels of education. This process, based on the development of new courses and programmes, as well as modifying the existing ones, should involve institutions from three countries.
- Joint development of European modules, aiming at separation and promotion of the European dimension of different fields of education.
- Joint development of integrated language courses, aimed at creating the possibility of foreign language learning by students who do not study linguistic or philological subjects. In the case of mobility of students working on their master's or doctorate's theses, the decision on staying at the host university in order to obtain a degree there can result in the necessity of adapting one's own curriculum to the regulations of the host country, university or faculty.
A FEW WORDS ABOUT THE ECTS
Recognising periods of studies abroad and, consequently, the diplomas of foreign universities, is a necessary condition for the creation of border-free Europe in the field of education and training. With respect to this idea, the European Credit Transfer System was developed, so as to contribute to the improvement of procedures of training and broaden the recognition of studies abroad.
ECTS makes it possible to present, in a relatively simple manner, the principles of studying and obtaining credits for the particular courses. It also makes it simple for the universities to recognise the students' academic achievements, as it is based on points and grades, which make it possible to "transfer' or properly interpret the principles obligatory in the systems of higher education in different countries.
ECTS is based on three elements:
- information on the curriculum and academic achievements of a student;
- learning agreement on the curriculum between the home university and the host one, obligatory for the home university, the foreign university and the student,
- the use of ECTS points delineating the workload (subjects transferred into points) which is to be done in order to obtain a validation of having completed the particular course.
The information on the curriculum offered by the university, faculty or institute, the system of validation, as well as the organisation of the academic year, can be found in the information packages, which are updated annually by the publishing instituting.
The ECTS guarantees transparency of the validation system, as well as recognition of the period of studies abroad by the home university through the following:
- the Learning Agreement which had been already prepared by the two universities, including the content of the curriculum which the student plans to study abroad. It defines the programme of courses in which the student will participate and the number of ECTS points which is to be granted for successfully completing the particular course. The person which is to aid the student in preparing such an agreement is the faculty Co-ordinator or the Institute Co-ordinator who, one the basis of the student's interests, the curriculum in the particular field of studies, the available subjects at the foreign university, as well as in agreement with representatives of the host university, establishes the optimum curriculum. A copy of the agreement should be given to each party, i.e. the home university, the host university and the student.
- Transcript of Records prepared at the end of the study period at the Partner University, which includes all subjects. The transcript presents the student's academic achievements in a cross-section manner, easy to "transfer" from the system of records accepted in the host university to the system of records accepted in the home university. A copy of the transcript should be given to each party, i.e. the home university, the host university and the student. A separate transcript of records, presenting the subjects already completed by the student, should also be prepared before starting studies abroad.
- the ECTS points are numerical quantities corresponding to particular subjects on the basis of the workload a students needs to accomplish in order to validate the completion of the course. The points have relative value and reflect the workload each subject requires in relation to the total workload needed to be performed by the student in order to complete the whole academic year at a particular university (lectures, practical classes, seminars, consultations, groups and individual classes, independent work). Of course there are differences between points which reflect the required amount / workload and grades referring to its quality.
The student is responsible for obtaining 60 points within the whole academic year, which means 30 per semester or 20 per a trimester. In order to obtain the sufficient number of points, it is necessary to complete the particular course in accordance with the procedures accepted at the particular university.

UNIVERSITY OF BIA£YSTOK - A SHORT HISTORY AND THE PRESENCE
The University of Bia³ystok is one of the newest universities in Poland. It was founded in 1997 after a transformation of the Branch of the Warsaw University, which had existed since 1997. It is now the biggest university in North-Eastern Poland.
Initially, the Branch of the Warsaw University in Bia³ystok educated teachers and administrative workers at the vocational level. In 1972, the university was granted the right to educate in the system of 5-year master's studies and the right to create faculties. The following faculties started their activities: the Faculty of Administration and Economics, the Faculty of Human Sciences, as well as the Faculty of Mathematics and Natural Sciences, which consequently, in result of many changes, as well as the introduction of new majors, have been under constant transformation.
Presently, the University offers education in seven faculties: of Biology and Chemistry, of Economics, of Philology, of History and Sociology, of Mathematics and Physics, of Pedagogy and Psychology, as well as the Faculty of Law. 13 thousand students constitute the University's student population, studying full time, part time, through evening studies, bachelor studies, extramural studies, postgraduate and doctorate studies.
In November 1998, the University of Bia³ystok wrote its first Learning Agreement, becoming, at the same time, a participant of the Socrates/ Erasmus Programme. In result of that, in the academic year of 1999/2000 our first students began studying in partner universities of the European Union, lecturers started travelling with their lectures and foreign students came to study at the University of Bia³ystok.

THE ACADEMIC CALENDAR
The academic year in Polish universities is divided into two semesters: the winter and the summer semester. The first one begins in the first days of October (with a two-week break for Christmas and New Year), the second semester - in February, lasting until the end of June (with a week break for Easter holidays). In the case of most faculties, the semester ends with an exam session which usually lasts three weeks. The make up exam session in the winter semester starts at the end of February and lasts about a week, in the summer semester - the session is in the first two weeks of September.
Summer vacation lasts for three months, i.e. July, August and September.
Moreover, the academic calendar also includes winter holidays and other holidays which are days off. Below is a detailed list of the dates of all the exam sessions, winter holidays and other days off in the academic year of 2000 / 2001.
ENROLLMENT CONDITIONS
In order to be enrolled at the university, Polish citizens must have a passes maturity exam (matura), as well as satisfy the recruitment requirements (different in different faculties), the information on which can be obtained in the dean's offices or from the publication issued annually for the those applying to study at the University of Bia³ystok.
People who are not Polish citizens and who can present the authorities with a certificate of graduation from a high school, which grants them eligibility to take up studies in the country of permanent residence, can either apply directly to the school of their choice or apply through a diplomatic post to the Ministry of National Education in Warsaw. The final date for filing the application in the Ministry is January each year. Such candidates do not have to take entrance exams, however they must present a certificate confirming their knowledge of Polish or, before starting studies, complete a Polish language course for foreigners, organised by some of the universities in Poland. Moreover, they should submit a health certificate, and attach a photo to the application form.
On the other hand, foreigners applying for doctorate or postgraduate studies should submit a graduation diploma from an institution of higher education, and persons wishing to obtain a PhD - a document, which would confirm the degree of a doctor or an equivalent to that degree.
All documents confirming the claimed education must be submitted in the original. Documents which have been issued in a language other than Polish, must be translated to Polish and verified by the proper authorities in the country of their issuance.
Students coming to Poland within the Erasmus programme, study on the basis of bilateral agreements, signed by the both the host and the home university. These students are not subject to the procedure followed in the situation of other foreign students.
ADMISSION REQUIREMETNS, EDUCATIONAL OFFER FOR THE ACADEMIC YEAR OF 2000/2001
Presently, the University of Bia³ystok educates students in 14 faculties and 13 specialisations. In the academic year 2000/2001, students will be admitted to 13 faculties.
The university of Bia³ystok offers training at vocational and master levels. Vocational studies graduates receive a bachelor's degree, while master studies graduates - the master's degree.

HOW TO START STUDIES AT THE UNIVERSITY OF BIA£YSTOK
Students from foreign universities, which have signed bilateral agreements with the University of Bia³ystok, are eligible for studying at our University under the Erasmus programme. In order to do so, one must see the University or Faculty Co-ordinator of the Socrates / Erasmus Programme in one's home university, who shall supply the student with the appropriate application form. Once the form is filled out, signed and sent to us, it is the first step to study at the University of Bia³ystok for a few months.
If the foreign student wishes to start studying at the University of Bia³ystok in the winter semester, i.e. starting from October, the documentation on his or her departure should reach the International Relations Office not later than by 15 August. In case of starting the studies in the summer semester, beginning in the middle of February - not later than the end of December.
ARRIVING IN BIA£YSTOK
The best way to reach Bia³ystok is to take the train from the Warszawa Centralna railway station in Warsaw. The railway connection from Warsaw to Bia³ystok is indeed very convenient, as the trains run frequently and the journey does not take longer than 2 and a half hours. A regular one-way 2nd class ticket of a fast train is about 7 EUR, while a student's ticket is half the price.
INSURANCE AND STUDENT'S IDENTITY CARD
A student arriving to study at the University of Bia³ystok under the Socrates / Erasmus Programme should have a health insurance and an insurance against accidents, valid for the whole period of the student's stay, purchased in the student's country of origin. In case of sudden illness or an accident, the student has a guaranteed health care, free of charge.
In order to obtain a student's identity card, which makes the student eligible for reductions on means of public transport, enables one to use libraries etc, one photo should be submitted to the Dean's Office.
FOLLOWING THE ARRIVAL
When an Erasmus student from a partner university arrives at the University of Bia³ystok, he or she should contact the International Relations Office in order to fulfil all other formalities.
Once at the Office of International Relations, the student should present the following:
- passport,
- a confirmation issued by the student's home university that he is an Erasmus Programme participant,
- a photograph,
- an insurance against accidents covering the whole period of the student's stay at the university.
The Faculty or Institute Co-ordinator should receive the Learning Agreement, unless the programme of studies had already been sent. The Faculty Co-ordinator is there to aid the student, should he or she decide to change some of the subjects already chosen.
COSTS OF LIVING
The costs of living in Bia³ystok are slightly lower than in other big cities in Poland. The average monthly cost of living per one student is approximately 800 - 1200 PLN (200 - 250 EUR).

The average cost of monthly living should be divided into:
- accommodation in the student's dormitory - approx. 200 PLN (50 EUR)
- monthly food costs - approx. 500 - 700 PLN (125 - 175 EUR)
- transport - approx. 50 PLN (12.5 EUR)
- · leisure, books - approx. 100 PLN (25 EUR)

LODGING
- DORMITORIES
The University of Bia³ystok has two own dormitories, offering the Erasmus/ Socrates students lodgings in a two-bed room. In case there need be, it is possible to be placed in a single bed room.
- · Student's House, ul. Pogodna 65 - two - and three- persons segments, with a joint bathroom (toilet, shower), joint kitchen in the hall. There is also a very good bus connection from the dormitory to the town centre, as well as to all the faculties of the University in Bia³ystok. The monthly rent in the academic year 1999/2000 is 215 PLN.
- · Student's House, ul. Krakowska 9A - three-bed rooms, with sinks in the room and bathrooms (toilets, showers) in the hall, joint kitchen in the hall. The dormitory is located in the centre of town. The monthly rent in the academic year 1999/2000 - 163 PLN
These costs are established for foreigners and constitute the real maintenance costs.
No deposit is asked for in the dormitory.
- STAYING WITH A FAMILY OR IN AN INDEPENDENT FLAT
It is possible to rent a room with a family. The monthly rent for such a room is 150 - 200 PLN.
It is also possible to rent an independent flat in town. However, such a flat is more expensive than a dormitory and, with the basic fees such as the electricity bills, gas and telephone bills, can be as high as 500 PLN (120 - 170 EUR).
THE SOCRATES / ERASMSUM PROGRAMME UNIVERSITY AND ECTS CO-ORDINATOR
The Socrates / Erasmus Programme is co-ordinated by the University Co-ordinator. This function is played by dr. Piotr Fiedorczyk from the Faculty of Law. He is also the ECTS University Co-ordinator.
The University Co-ordinator's duty hours in he academic year of 1999/2000 are Mondays, 12:00 - 3:00 p.m.

LIBRARIES
The University of Bia³ystok has its own library with 430 thousand volumes of continuos publications (including books, brochures, many-volume works), 55 thousand continuous publications (including magazines, irregular publications), 12 thousand volumes of special collections (including manuscripts, old prints, iconographic and cartographic collections). The thematic scope of the collection is very broad.
The building of a new library has been initiated. It is to stand next to the Central Administration building.
